The NFPCSP builds upon
existing Government of Bangladesh (GoB) commitment for a broadened approach to food security
policies and the success of previous projects of a similar nature.
Specifically, this Programme links its capacity building activities to the NFP
and to the development and delivery of the subsequent Plan of Action (PoA). It expands
the scope of the policy process by strengthening the involvement of civil
society in the debate over the implementation of comprehensive, equitable,
gender-sensitive, and pro-poor national food security policies. The
Programme is conceived as a way to address both the supply and demand for a
pro-poor food security policy. While the dominant reason for the
Programme is the existence of massive food insecurity among the Bangladeshi
people, the specific reasons are the promotion of adequate capacity to assess,
plan and implement the broadened food security agenda, the enhancement of the
quality and quantity of policy relevant food security related research being conducted by civil
society, and the promotion of informed dialogue within
civil society and between civil society and the GoB.
